feat: encrypt .env with sops/age for cross-machine sync ... 7c08974f65

- Install sops + age for secrets management
- Encrypt .env in-place (only decryptable with age private key)
- Add .sops.yaml with age recipient configuration
- Change dotenv to .env.local (decrypted ephemeral file)
- Add secrets:decrypt, secrets:encrypt, secrets:edit tasks
- Update .gitignore: allow .env (encrypted), ignore .env.local
